Job Overview
The Operations, Admin & Programme Support Officer is an HQ-based role providing essential administrative, contractual, and compliance support to the Holistic Care programme and country-level operations. The position supports the HQ Holistic Care team and in-country programme teams by managing key administrative and operational processes. This includes preparing contracts with implementing partners and consultants, supporting procurement procedures, ensuring that all contractual and procurement actions comply with internal policies and donor requirements, and maintaining and updating administrative tools such as reporting templates, asset registers and expert pool systems.
This role enhances the functioning of the Holistic Care team, strengthens coordination between HQ and in-country teams, and contributes directly to smooth programme implementation, donor compliance, and overall organisational efficiency.
Key Tasks and Responsibilities
Administrative and Operational Support
- Provide day-to-day administrative support to the Director of Care and Country Programmes and their team, including Programme Managers. This may include support to travel arrangements, file-search or archiving, meeting and visit preparations, preparing reporting requirements, advising on compliance with internal procedures and policies etc.
- Maintain structured filing, document management, and version control for HC programme and operational documents.
- Support the preparation of procurement documentation and processes including committee scheduling, the preparation of calls for tender packages, purchase orders and other documentation.
- Assist in organising internal meetings and in preparing and filing minutes for different coordination meetings.
- Assist in organising key activities, workshops, travel planning and support to other logistics.
Contract Preparation & Compliance
- Draft, review, and prepare consultant contracts, partner agreements, and staff contracts in coordination with the relevant Programme Manager/requesting manager or budget-holder and the Director of Resources.
- Ensure that all contractual processes follow organisational and donor compliance requirements and that relevant compliance documents are filed.
- Track contract timelines, deliverables, reporting and renewal deadlines and notify responsible managers.
- Ensure that consultants and partners receive relevant and up to date guidance and templates for completion related to activity implementation, expense and financial reporting, travel authorisation and other administrative tools.
- Support the preparation of compliance notes for new incoming projects to the Mukwege Foundation.
Support to Roster Management
- Maintain the roster of specialists and trainers and relevant files, ensuring they are up to date, compliant and user-friendly.
- Assist in recruitment and onboarding processes for short-term technical experts (TOR drafting, documentation collection, reference checks, etc.).
- Coordinate contract issuance, travel arrangements, and payment documentation for consultants.
- Support monitoring of expert assignment performance, deliverables, and reporting.
Administrative and Operational Support to In-Country Teams
- Support country-programme teams with operational tasks, upon request by the DCCP, such as preparing contracts, ensuring relevant HR and administrative databases are up to date, providing review to relevant logistics tools and processes.
- Support the preparation of procurement documentation.
- Monitor the in-country asset registers, ensuring that asset tracking and documentation meet organisational standards.
- Assist with travel approvals, procurement requests, and other operational forms submitted by country teams.
- Help ensure that programme activities adhere to donor rules and organisational policies through administrative coordination.
Finance, Data & Reporting Support
- Liaise with the finance team to provide required administrative documentation for payments, audits, and budget monitoring.
- Maintain trackers for contracts, assets, roster assignments, and programme operational workflows.
- Support the consolidation of administrative contributions for donor reports and internal reporting cycles.
Knowledge Management & Systems
- Support onboarding of new Holistic Care programme managers and in-country international staff.
- Ensure proper archiving of all HC programme and compliance documentation in organisational systems (e.g., SharePoint).
Required Qualifications & Experience
- Bachelor’s degree in administration, international development, business management, social sciences, or a related field.
- 1–3 years of experience in administrative, operational, or programme support roles (internships included).
- Experience in NGOs, international organisations, or donor funded programmes advantageous.
- Basic understanding of compliance principles, procurement, or HR administration.
- Strong organisational skills with high attention to detail.
- Ability to work across time zones and coordinate with multicultural teams.
- Strong skills in MS Office and digital management systems (SharePoint, Excel).
- Fluency in English and French.

Working Conditions
- Based in The Hague with occasional travel possible to programme countries.
- Works closely with the Finance & Compliance Team
- Standard office environment with hybrid work possibilities as per organisational policy.
What we offer
- Full-time contract of 40 hours per week
- Full-time gross monthly salary range of € 3,299 – € 4,054 (depending on experience)
- 25 holiday days (based on 40 hours per week)
- Commuting costs fully covered
